A man is accused of fatally shooting a Castle Rock Township, Minnesota, woman on Christmas Eve, which, according to court documents filed Monday, was her birthday.

Mutual distrust between federal and state authorities derailed plans for a joint FBI and state criminal investigation into Wednesday’s shooting of a Minneapolis woman by an ICE officer, leading to the highly unusual move by the Justice Department to block state investigators from participating in the probe.

Shortly after an ICE officer shot and killed a woman in Minneapolis, city leaders began looking into whether the officer had violated state criminal law.
