N EW ORLEANS (WVUE) - Joe Threat is taking over as Chief Administrative Officer (CAO) of New Orleans while his boss, Mayor LaToya Cantrell, is fighting a federal indictment. Threat will serve at Cantrell’s second-in-command until her term ends in January.
