After coming to power via a coup in the mid 8th century BC, King Tiglath Pileser III made major reforms to the state. One of the main ones was created a full time standing army and he would use that army to raid Assyrias neighbors year round, not just during campaigning season. He even forced King Menahem of Israel to pay tribute.
